Description
This segment from the March 2, 2018, episode of the series “Louisiana: The State We’re In” features Andre Moreau’s report on Governor John Bel Edwards declaring a state of emergency in nine parishes due to flooding concerns along the Ouachita River, Red River, and Sabine River.
