This segment from the March 31, 1995, episode of the series “Louisiana: The State We’re In” features Arcie Chapa’s report on the status of the promised 5% bonuses for state employees and teachers, which are meant to be funded by revenues from the New Orleans casino set to open in May. Chapa reports that the proposal is being held up because Dr. Jim Richardson, the economist on the Revenue Estimating Conference (REC), voted against categorizing the gambling revenue as recurring revenue.
