This segment from the February 17, 1984, episode of the series “Louisiana: The State We’re In” features Robyn Ekings’ report on the upcoming revisions to the Board of Regents’ Master Plan for Higher Education. Ekings reports that the Board of Regents is required to update the Master Plan every five years. This report includes highlights from Louisiana State University (LSU) Chancellor James Wharton’s testimony at a Board of Regents public hearing on the negative impact of the 1978 Master Plan’s funding formula on the quality of the academic programs at LSU. Ekings also interviews: Commissioner of Higher Education William Arceneaux, who discusses the need for a revised master plan and his belief that the current funding formula is fair to all of the state’s colleges and universities; Jack Doland, the president of McNeese State University in Lake Charles, who discusses his concerns over the funding formula and an overemphasis on LSU; and LSU Vice Chancellor Sean McGlynn, who discusses LSU’s reliance on revenues from remedial classes to fund higher level programs.
