Description
This segment from the September 12, 1980, episode of “Louisiana: The State We’re In” features a report on the special session of the Louisiana Legislature and passage of the capital outlay bill, including a hearing before the Senate Finance Committee where amendments for local construction projects were added to the capital outlay bill, a press conference with Governor Dave Treen attacking the Senate amendments, debate on the bill on the floor of the Senate, and debate on the Senate version of the bill on the floor of the House of Representatives. This report also includes interviews with state legislators at the conclusion of the special session. They discussed their thoughts on the fate of local projects in the capital outlay bill, the reform of the capital outlay procedure, the power struggle between Governor Treen and Senate President Michael O’Keefe, and their overall experience of the special session.
