A speech by retired Lieutenant General Russel Honore before the Baton Rouge Press Club on March 20, 2017. Honore, the former commander of Joint Task Force Katrina, is the leader of the Green Army, a coalition of civic, community, and environmental groups. He discusses: the 350 chemical plants and refineries in south Louisiana; the work of the Green Army; their concerns for the aging pipelines along the coast and in the Atchafalaya Basin; the need to reform the Tumor Registry; their concerns for ground water and air quality monitoring; and property tax exemptions.
