Jim Engster moderates a debate at the Baton Rouge Press Club on October 31, 2016, between two of the candidates in the election for Louisiana’s 2nd Congressional District: East Baton Rouge Parish Mayor-President Kip Holden (D) and Congressman Cedric Richmond (D), the incumbent. The debate begins with each candidate’s opening statement.
