Prior to the speech, Moreau and Robert Travis Scott of the Public Affairs Research Council of Louisiana (PAR) preview the Governor’s speech and the session. In the House chamber, Father Cleo Milano leads a prayer and Chancely Courson sings the National Anthem. During his speech, Governor Edwards discusses: flood recovery; the impact of Medicaid expansion; his tax reform proposals; improving transportation; the 2017 coastal master plan; criminal justice reform; equal pay for women; and increasing the minimum wage.
