This episode of the series “Folks” from November 12, 1989, features the second part of Sonya Masingale’s report on the New Black Agenda. It focuses on minority set-aside programs, including the Louisiana Minority Procurement Participation Program. She conducts an in-studio interview with C.J. Blache, an attorney with Blache, Perkins and Koch, and Robert Holland, the executive vice president of the Louisiana Homebuilders Association. They discuss their views on minority set-aside programs, the perception that there are flaws in the system, and why the program has not worked well in Louisiana. Next, Masingale interviews Angelisa Harris, the executive director of the Louisiana Office of Minority and Woman Owned Business Enterprise. She discusses the requirements of the Louisiana Minority Procurement Participation Program. Back in the studio, Masingale continues her interview with Blache and Holland. They discuss their views on minority preference programs, the United States Supreme Court’s decision in “City of Richmond v. Croson,” the public sector’s responsibility to the tax payers, and the importance of keeping affirmative action programs in place.
