This episode of the series “Folks” from November 12, 1989, features the second part of Sonya Masingale’s report on the New Black Agenda. It focuses on minority set-aside programs, including the Louisiana Minority Procurement Participation Program. She conducts an in-studio interview with C.J. Blache, an attorney with Blache, Perkins and Koch, and Robert Holland, the executive vice president of the Louisiana Homebuilders Association.
